On October 30, 2025, the Regional Investment Council under the Plenipotentiary Representative of the President of the Kyrgyz Republic in Naryn Oblast held its regular meeting in the city of Naryn.
The meeting gathered First Deputy Plenipotentiary Representative Ruslan Saparbekov, Northern Region Coordinator of the RIC Abdu-Salam Taiirov, the Secretariat team of the Naryn RIC, as well as representatives of government bodies, business associations, and local entrepreneurs.
The main goal of the meeting was to establish a sustainable mechanism for cooperation between the public and private sectors at the regional level, promote investment initiatives, and enhance opportunities for public-private partnerships (PPP).
Participants heard presentations on the activities of the Naryn RIC in supporting investment projects, the certification of goods’ origin by the Chamber of Commerce and Industry, the implementation of the “One Village – One Product” initiative, and the legal aspects of labor migration and its impact on the region’s investment attractiveness.
Special attention was given to improving the business environment, developing exports, and boosting local economic activity. The meeting concluded with an agreement to hold Council sessions on a regular basis across all districts of the oblast, ensuring a systematic approach to promoting business initiatives and strengthening dialogue with authorities.
The work of the Regional Investment Councils (RIC) is carried out under the Offices of the Plenipotentiary Representatives of the President of the Kyrgyz Republic in the regions. The RIC Secretariats operate within the framework of a tripartite agreement between the Secretariat of the Council on Business and Investment Development under the Cabinet of Ministers of the Kyrgyz Republic, UNDP in the Kyrgyz Republic, and the PPP Center under the National Investment Agency. The European Bank for Reconstruction and Development (EBRD) provides support for the implementation of the Council’s initiatives.
