Previously, during a session of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic, the need for preparing and adopting a mentorship framework was initiated by Ms. Gulnara Turarovna Uskenbaeva, the Director of the Association of Suppliers (Producers and Distributors), one of the active members of the Council.

In accordance with the minutes of the aforementioned Council meeting, the Ministry of Labor, Social Protection, and Migration of the Kyrgyz Republic has developed a draft resolution titled "Approval of the Standard Regulation on Mentorship within the Enterprise (Organization)."

The objective of mentorship is to provide methodological and practical assistance to learners, young professionals newly employed, as well as employees appointed to positions for which they lack work experience. This assistance aims to enhance their professional knowledge, skills, and abilities, contributing to the effective fulfillment of job responsibilities, smooth integration into the team, adherence to labor discipline, and efforts towards accessibility and efficiency enhancement.

In compliance with Article 17, Section 6 of the Law of the Kyrgyz Republic "On Promoting Employment of the Population," the Cabinet of Ministers of the Kyrgyz Republic has issued Resolution No. 397 dated August 9, 2023, endorsing the Standard Regulation on Mentorship within the Enterprise (Organization).

On August 18, 2023, an extended meeting took place at the office of the Chamber of Commerce and Industry of the Kyrgyz Republic, focusing on discussions related to issues within the business community.

Preliminary efforts are planned to identify the key systemic challenges currently faced in priority sectors of the country's economy and to determine potential business-oriented solutions. As a result of these discussions, the primary parameters for survey interviews with business representatives have been prepared.

Mr. Murat Kartaybekovich Mukambetov, Representative of the Russian-Kyrgyz Development Fund.

Mr. Almazbek Obosbekovich Musabekov, Staff Member of the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic.

On August 18, 2023, a meeting took place between the Head of the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic, Mr. U.A. Kydyrbaev, and the President of the Chamber of Commerce and Industry of the Kyrgyz Republic, and a member of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic, Mr. T.A. Sariev.

During this meeting, discussions were held on the collaboration between the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic and the Chamber of Commerce and Industry of the Kyrgyz Republic. Plans for joint cooperation were outlined.

On April 26, the Secretariat of the Business Development and Investments Council under the Government of the Kyrgyz Republic in cooperation with the Secretariat of the Open Government Partnership conducted Forum “OGP for improvement of business environment and investment climate”. The Forum was conducted in frame of the memorandum of understanding and cooperation signed between two Secretariats.

Currently Secretariat of the Business Development and Investments Council under the Government of the KR is actively promoting improvement of the business environment and attractiveness of the investment climate. A lot of issues raised at the BDIC platform are correlating with main principles of the OGP initiative; these issues as regulation of inspections, licenses and permits, digitalization of state services, introduction of one-stop-shop principles and many others. Business community has expressed high interest in cooperation with the OGP in order to improve business environment and investment climate.

Forum participants have discussed status and implementation of the commitments in frame of the first OGP National action plan. Additional attention was raised towards commitments aimed at improvement of entrepreneurship. Moreover, participants have considered and discussed additional proposals for inclusion into the OGP National action plan. As a result of the Forum, participants have approved Forum resolution included all proposals raised by business community and representatives of state organizations.
