Strengthening Regional Public-Private Dialogue: Jalal-Abad

On January 23, 2025, the team from the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic visited Jalal-Abad as part of their regional working trip. The primary goal of this visit was to enhance collaboration between government authorities and the business community and to support key regional investment initiatives.

The first meeting was held with representatives of agricultural enterprises, including partners of the "Agrosooda" project. Discussions focused on the project's achievements in developing the agricultural sector and addressed the need to expand farmers' access to financing, improve infrastructure, and create new opportunities for local producers.

In the afternoon, the team met with Nurlan Ermatov, First Deputy Plenipotentiary Representative of the President of the Kyrgyz Republic in Jalal-Abad, and specialists from relevant departments. The discussions centered on regional priorities for attracting investments, launching the Regional Investment Council (RIC), and improving mechanisms for collaboration between local authorities and entrepreneurs.

During the meeting with agricultural stakeholders, the positive impact of the "Agrosooda" project on supporting local farming enterprises was highlighted. Emphasis was placed on expanding access to funding for farmers and identifying new markets for agricultural products to boost the sector’s growth.

Discussions with local authorities focused on practical steps for establishing the RIC, with particular attention to the Plenipotentiary Representative’s role in involving the private sector in the dialogue. Priority areas were identified, including the launch of new investment initiatives, infrastructure development, and simplifying administrative procedures to support local businesses.

These visits are part of a joint initiative between the Secretariat of the Investment Council, the PPP Center, and UNDP to strengthen public-private dialogue and support the implementation of PPP projects across regions.

Strengthening Regional Public-Private Dialogue: Batken and Osh

On January 22, 2025, the team of the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic continued its working visits to the country’s regions, focusing on enhancing dialogue between government bodies and the business community and discussing measures to improve the investment climate.

Batken

In Batken, Uluk Kydyrbaev, Head of the Secretariat of the Investment Council, met with representatives of the local business community, including partners of the "Agrosooda" project. The discussions centered on supporting agricultural enterprises, introducing modern approaches to agricultural production, and promoting sustainable development in the sector.

Participants highlighted the need to improve conditions for agricultural businesses, including better access to investments and enhanced logistics. The "Agrosooda" project was recognized as an effective partnership model that significantly contributes to the development of agriculture in the region. The meeting also served as a platform to exchange ideas on new initiatives aimed at strengthening Batken’s agricultural economy.

Osh

On January 21, the Secretariat’s team met with Iliyaz Tashbaev, Deputy Plenipotentiary Representative of the President of the Kyrgyz Republic in Osh Region. Discussions focused on the upcoming sessions of the Regional Investment Council (RIC), including the agenda items, as well as ways to attract investments and streamline approval procedures for investment projects in coordination with government agencies.

On January 22, the Secretariat’s experts Bakytbek Samakov and Azem Akmatbek met with local business representatives, including members of RIC and the JIA association. The discussions centered on initiatives to improve conditions for entrepreneurs and attract investments to the region. Entrepreneurs highlighted key challenges they face, such as land allocation issues (e.g., for the construction of a poultry farm) and difficulties in implementing projects using PPP mechanisms. The dialogue also explored potential solutions to these challenges and ways to support local business initiatives.

These meetings are part of a series of regional visits organized by the Secretariat of the Investment Council, aimed at fostering public-private partnerships and promoting investment opportunities at the local level. There is a clear need for ongoing dialogue between local businesses and government authorities. The region holds significant potential for implementing investment projects of various scales, including at the level of rural communities, utilizing state tools such as public-private partnership (PPP) mechanisms.

Outcomes of the Advoisory Work at the Investment Council Secretariat

The Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic continues its mission to foster constructive dialogue between government bodies and the business community. One notable example of this collaboration was the resolution of an issue raised by the Association of Communication Operators regarding the increased tariffs for leasing utility poles from municipal enterprises “Bishkeksvet” and “Bishkek Trolleybus Management.”

During the consultative meeting held on July 1, 2024, parties voiced their positions and agreed on collaborative steps forward. The meeting resulted in the establishment of a #AdvoisoryGroup, hosted by the Secretariat, which included representatives from the Association of Communication Operators, Bishkek city government, and other key stakeholders. This group provided a platform for comprehensive discussions and led to a mutually beneficial solution that accounted for the interests of all parties involved.

Through joint efforts, the leasing tariffs were reviewed, and a framework for collaboration was agreed upon. This approach not only addressed the concerns of communication operators but also ensured that municipal services could continue to support infrastructure development without jeopardizing operational balance. Importantly, this resolution demonstrates the effectiveness of a structured and inclusive dialogue process, which can be applied to similar challenges in other sectors.

The outcomes of this case underscore the value of the Secretariat’s consultative platforms as a bridge between public and private stakeholders. By fostering open communication and promoting practical solutions, these platforms contribute to a better business environment and enhance the investment climate in the Kyrgyz Republic.

Strengthening Regional Public-Private Dialogue: Talas

From January 19 to 30, 2025, representatives of the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic are conducting working visits to the country’s regions. These visits aim to discuss comprehensive measures to enhance public-private dialogue (PPD) at the regional level.

The delegation, led by Uluk Kydyrbaev, Head of the Secretariat of the Investment Council, includes legal experts Bakytbek Samakov and Azem Akmatbek. Meetings are being held with the President’s plenipotentiary representatives in the regions and representatives of local business communities.

Key objectives of the visits:

  • Presenting the Investment Council’s work program for 2025.
  • Assessing the plans and needs of the President’s plenipotentiary representatives in attracting investments and advancing public-private partnership (PPP) projects.
  • Discussing the work plans of Regional Investment Councils (RICs) for 2025, including ensuring adequate representation of the private sector, planning regular meetings, and organizing regional investment forums.
  • Enhancing capacity for preparing PPP projects in collaboration with the PPP Center.
  • Developing a roadmap for the institutional development of RIC Secretariats, including the evaluation of office facilities, staff training, and mentorship programs.

The first stop of the tour took place in Talas.

The Secretariat team met with Talant Edilov, First Deputy of the President’s Plenipotentiary Representative in Talas Region, Maksat Baydjigitov, Head of the Department of Economic and Comprehensive Regional Development, and other officials from the Talas administration. Discussions focused on plans to launch a Regional Investment Council (RIC) in Talas and institutional support to strengthen its Secretariat.

Additionally, the team held a meeting with the JIA Business Association in Talas and its members—local entrepreneurs. The meeting covered pressing issues faced by the regional business community and explored opportunities to improve conditions for entrepreneurs and investors.

Key outcomes of the meetings:
Agreements were reached to implement several initiatives aimed at improving the region's investment climate and enhancing public-private dialogue. Plans were outlined to develop an investment potential map for Talas, organize an international investment forum, and present potential investment and PPP projects, along with strategies for their effective implementation.
