Today, on October 23, the IV International Public-Private Partnership (PPP) Forum was officially opened at the International University of the Kyrgyz Republic in Bishkek under the theme “State and Business: Synergy for Strong Partnership.”
The Forum brought together representatives of the Government of the Kyrgyz Republic, international organizations, development institutions, the business community, and academia.
Daniyar Amangeldiev, First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, stated:
 “Today, public-private partnership is not merely a tool for implementing individual initiatives; it is an integral element of our country’s economic development.”
 He noted that all necessary conditions have already been created for large-scale projects, but emphasized the importance of ensuring accessible and unified financing mechanisms for local-level initiatives. He also proposed that each government body undergo PPP Center certification and submit proposals to strengthen the institutional capacity of regional investment councils.
Ravshanbek Sabirov, Director of the National Investment Agency under the President of the Kyrgyz Republic, highlighted:
 “Today, PPP in the Kyrgyz Republic is not a theory but a practical instrument that already delivers tangible results. It has become one of the key mechanisms for attracting investment and innovation to ensure the country’s sustainable economic growth. Projects are being implemented across a wide range of sectors — from infrastructure and energy to healthcare, education, and tourism.”
Nurbek Anarbekin, Director of the Public-Private Partnership Center under the National Investment Agency under the President of the Kyrgyz Republic, added:
 “The theme of today’s forum — ‘Synergy for Strong Partnership’ — accurately reflects the essence of our work. By uniting efforts, we lay the foundation for the country’s sustainable development. Today, as PPP becomes a key instrument for infrastructure modernization and investment attraction, it is essential not only to exchange best practices but also to build a professional community that unites the state, business, and international partners.”
The first session of the conference, titled “Public-Private Partnership: Past, Present, and Future,” gathered experts from the UNECE, IFC, and the Ministry of Economy and Commerce of the Kyrgyz Republic.
 The discussion focused on developing “green” infrastructure, enhancing transparency in project implementation, and building an international professional PPP community.
The Council for Business and Investment Development under the Cabinet of Ministers of the Kyrgyz Republic continues to actively support the development of PPP mechanisms at the regional level.
 Within the framework of a trilateral agreement between the Secretariat of the Council, the UNDP, and the PPP Center under the National Investment Agency, a network of Regional Investment Councils (RICs) has been established, with secretariats now operating in six regions of the country.
 This work aims to institutionalize dialogue between business and government, support PPP project implementation, and promote socially significant initiatives that contribute to regional sustainable development and the improvement of the investment climate.
